Challenge

The London Underground Public-Private Partnership required bidders to demonstrate a credible investment plan and revenue model for the maintenance and renewal of tube infrastructure over a 30-year concession period. The complexity of the ageing network and the scale of the required investment made this an exceptionally demanding tender.

Solution

Floreer provided analytical support across investment planning, revenue modelling, asset performance forecasting, and risk quantification. The team developed models that linked asset condition data to investment needs, forecast revenue streams, and quantified the financial risks associated with different investment scenarios. Floreer also supported the development of data visualisation and reporting tools to communicate the investment case to stakeholders.

Outcome

The consortium submitted a compelling, risk-informed tender that was awarded the contract. The investment planning and revenue models provided a solid foundation for the ongoing management of the PPP, and the analytical tools developed by Floreer continued to be used throughout the concession period.
