Challenge
The London Bridge station redevelopment was one of the most complex rail construction projects in Europe, delivered while the station remained operational. The contractual arrangements between the client and the delivery partners required a performance framework that would incentivise delivery, manage risks, and provide transparency on programme health. Existing performance reporting was inconsistent and lacked the granularity needed for effective management.
Solution
Floreer designed a business performance framework that linked contractual KPIs to operational delivery. This included developing data collection processes, building performance dashboards, and establishing governance arrangements for performance review and improvement. Floreer also led change management activities to embed the framework across the project team.
Outcome
The performance framework provided a single, trusted view of project health that was used at all levels of governance. Performance improvements were achieved across key metrics, and the framework became a model for subsequent Network Rail programmes. The project team credited the framework with improving transparency and accountability.
