Challenge
Islington Council needed to make informed investment decisions about its highways asset portfolio, including roads, footways, and street lighting. The council lacked a consistent, risk-informed approach to comparing and prioritising investment options, making it difficult to demonstrate value for money and optimise limited capital budgets.
Solution
Floreer developed a bespoke investment appraisal tool that incorporated whole life cost modelling and probabilistic risk analysis. The tool enabled the council to evaluate different investment scenarios, compare options on a consistent basis, and understand the risk profile of each investment. Floreer also provided training and ongoing support to ensure the tool was embedded in the council's decision-making processes.
Outcome
